Users must have an Authority Level greater than Regular Users (or "10") to create new Accounts. The lowest Authority Level that is able to create accounts is Regular User + Create Accounts (or "11").

Go to Setup > Users > User Profiles.

Click on the relevant Username.

Go to the Permissions heading, change the Authority Level and Save.

Change the Authority Level, then Save.
